Purchasing and Procurement

The Township of South-West Oxford operates on the basis that competitive markets will provide taxpayers with the best products and services available to meet our needs.  When Township projects need to be completed by outside companies, the Township of South-West Oxford is committed to selecting suppliers that offer the best quality and value for the services they are providing.  

We do not discriminate in favour of any particular type of supplier.  When examining prices, quotes and tenders, consideration is given to several factors, including price, quality, performance, services offered and delivery.

Section 270 of the Municipal Act mandates that a municipality must adopt and maintain policies with respect to its procurement of goods and services.  The Township's procurement procedures are determined by the Purchasing By-Law (No.56-2015) which has been approved by Township Council and is mandatory for all Township Departments.

Policies and Notices

Health and Safety

All contractors performing work on Township owned property are required to review Township Health and Safety Procedure #25 - "Contractor's Responsibilities & Duties Tendered".  Before performing any work for the Township on Township owned lands, successful bidders must submit a signed copy of Procedure #25.

Surplus Land

The Township is required under Section 270 of the Municipal Act to adopt and maintain policies with respect to its sale and disposition of land.  The Township's Surplus Land Policy (By-Law No. 42-2015) was enacted by Council and contains procedures to be followed prior to any sale of municipally owned property.

There is currently no surplus land for sale by the Township.

For Sale/For Bid

Occassionally, the municipality has for sale surplus goods.  In fairness to the Township's ratepayers, the Township endeavors to acheive best value in the sale of all municipally owned items.  

There are currently no items for sale or bid at this time.

Request for Proposal: Supply and Delivery of a Tanker Fire Apparatus

The Township of South-West Oxford is seeking to purchase one (1) Fire Tanker Apparatus. It is expected that the service life of this firefighting apparatus will be in excess of 20 years. The vehicle must comply with the latest editions of ULC-S515-M, NFPA 1901, Ontario Ministry of Transport requirements, and any other provincial or Canadian federal laws that apply to the vehicle. 

The evaluation and award process will result in the Township of South-West Oxford (hereafter to be referred to as the “Township”) selecting, on the basis of its determination of best overall value, one fire tanker fire apparatus (hereafter to be referred to as “Tanker”) for the South-West Oxford Fire & Emergency Services (hereafter to be referred to as the “SWOFES”). While the determination of best overall value will include evaluation of multiple criteria over the entire procurement process, the Tanker ultimately selected by the SWOFES will provide the most acceptable apparatus for service in the Fire Department.

The minimum requirements are outlined in this RFP document. Proponents must state their compliance in the spaces provided on the Scope of Work and Specifications documents.

Request for Quote: Gravel Crushing

The Township of South-West Oxford is seeking quotes for gravel crushing to be copmleted by November 30th, 2020. The work will take place at the Municipal Gravel Pit at 583249 Hamilton Road. It is estimated that 25,000 metric tonnes of 3/4 "A" Gravel to be crushed from the blending of the stock pile produced by dragline located on the north side of the pit and gravel on the south side of the pit. Gravel on the south side will be moved to the north side by Township staff in early April, 2020.

The Contractor shall ensure that a sufficient quantity of gravel is crushed to meet the Township’s current requirements between May 4, 2020 and November 30, 2020 as specified by the Township Works Superintendent. 

Sealed quotes will be received until 11:00 a.m. eastern standard time on Monday, February 24th, 2020 at the Municpal Office located at 312915 Dereham Line, Mount Elgin, ON. 


Tender: Supply One 3/4 ton Pickup Truck

The Township of South-West Oxford is now accepting tenders to supply one (1) new current model 3/4 ton pick up truck.

Sealed quotes will be received until 12:00 noon eastern standard time on Friday, March 6th, 2020 at the Municpal Office located at 312915 Dereham Line, Mount Elgin, ON. All proposal must be on Township forms, clearly marked and addressed. 

The lowest or any proposal may not necessarily be accepted. Operators evaluation will be taken into consideration (safety, comfort, ergnomicis and energy savings).
